This template currently sucks, yes. I'm not sure what the best solution is. I think abstracting out the value itself to [[Template:ALL-WP-COUNT/Value]] or something would help. Then you could pass that value to this template, which can then take that value and do manipulations on it. Maybe. The separator logic should be inside <nowiki>{{formatnum:}}</nowiki>, I think? And the truncated count ("22" instead of "22,200,000") ... I'm not sure how that should be implemented. Maybe in a separate template, maybe in direct uses, maybe something else. Noting here two related recent discussions: [[phab:T97476]], [[m:Talk:Article_counts_revisited#Quick_read]] (TLDR: some discrepancies with article number stats were resolve recently; they shouldn't have affected the validity of this overall count much).
