Resolution tweaks

Re: edits to Conflict of interest policy and Access to nonpublic data policy, I think formatting for readability is probably fine, but you still might get dinged for editing Board resolutions in such a way. We'll see if anyone cares. As long as none of the content changed and it was only the addition of (more) semantic markup, it should be fine, I think.
