This template currently sucks, yes. I'm not sure what the best solution is. I think abstracting out the value itself to Template:ALL-WP-COUNT/Value or something would help. Then you could pass that value to this template, which can then take that value and do manipulations on it. Maybe. The separator logic should be inside {{formatnum:}}, I think? And the truncated count ("22" instead of "22,200,000") ... I'm not sure how that should be implemented. Maybe in a separate template, maybe in direct uses, maybe something else.
