計劃

維基媒體基金會（Wikimedia Foundation）利用某種或多種語言的個別計劃，例如英文維基百科（Wikipedia）、法文維基文庫（Wikisource）、元維基（Meta）等。

自由內容許可協議

自由文化創作品定義（Definition of Free Cultural Works）針對許可協議的條款之中，與之相符的許可協議，一如http://freedomdefined.org/Definition Version 1.0所載。

豁免原則方針

方針限於某個別計劃，並符合美國法律、以及（如有）計劃內容主要存取國的法律。方針認同版權法（包括案例法）對於計劃的不足之處，並允許上載有版權材料。在與計劃相關的情況下，這些材料可以不論其許可協議而合法使用。當中例子包括http://en.wikipedia.org/wiki/Wikipedia:Fair_use （英文版合理使用方針）以及http://pl.wikinews.org/wiki/Wikinews:Dozwolony_u%C5%BCytek （波蘭文維基新聞合理使用方針）。

決議

鑑於維基媒體基金會的宗旨乃「吸引並賦權予世界各國人士，通過自由使用許可證，收集並發展具教育意義的內容」，

所有計劃都只應該寄存符合自由內容許可協議的內容，或是根據上述引用，符合「自由文化創作品定義」而自由的內容。
此外，除維基共享資源，各計劃社群均可發展並採用豁免原則方針。根據豁免原則方針的非自由內容，必須以機器可讀的形式予以標示，讓網站的使用者及衍生使用者均能輕易辨認。
這類豁免原則方針必須減至最少。除少數例外，豁免原則方針應當用於描述重要歷史事件，用於包含標誌等受保護作品，或是（在嚴格限制下）用於補助有關現代有版權作品的條目。如能合理地預期，某人會以同樣目的上載自由許可檔案，例如大部份在世知名人士的肖像，豁免原則方針則不得允許。符合豁免原則方針的任何內容，一旦有自由許可版本，而又能滿足同樣的教育用途時，均必須以自由許可版本取代。
符合豁免原則方針的媒體檔案，如果缺乏合適的使用理據，會被提出刪除。媒體檔案必須輔於其他自由許可內容使用。
已經運行豁免原則方針的計劃，須作以下行動：
- 2007年3月23日起新上載的所有媒體檔案，如果（根據上文所述）屬於不可接受的版權許可協議，而又缺乏豁免理據，應當刪除。根據同類許可協議的現存媒體檔案，應當通過討論，確定豁免理據是否存在，否則同樣應當刪除。
目前未有運行豁免原則方針的計劃，須作以下行動：
- 2007年3月23日起新上載的所有媒體檔案，如果屬於不可接受的版權許可協議，則須刪除。
- 社群如果有意為個別計劃發展豁免原則方針，基金會定當協助。
- 2008年3月23日後，所有根據上文所述而屬於不可接受的版權許可協議的檔案，若不是獲得豁免原則方針接受，就必須予以刪除。
