- We're only looking for proposal intent here - not necessarily a finalized proposal, so the deadline isn't quite as short in that scenario. But yes, I believe three weeks is long enough to reach out to interested parties, and at least find out that they intend to participate. KSnider (WMF) (talk) 23:34, 21 October 2013 (UTC)
