„Bulgarian Initiative for Peace in Ukraine“ is a non-profit civilian initiative, founded and maintained by Tsvetan Mangov. It is called “Bulgarian” so that it could be distinguishable and contrastingly prominent in the context of the Chinese, Ukrainian and other peace initiatives.

In addition, the goal is to underline the particular interest in Bulgaria for peace in the Black Sea region, in relation to the importance of the tourism and the agriculture for the country and the region, as well as the risks associated with the further was escalation. The author has initiated a petition for support, as well as created social network profiles for the initiative outreach with the intent to stir interest in the potentially interested political circles and organizations. According to the author, because of the mutually exclusive goals as declared by the opposing countries, the only possible solution can be achieved via staged agreements, that extend in the distant future. In such a way, each of the involved countries will be able to achieve their fundamental goals – Ukraine to preserve its territorial integrity, the Russian Federation to guarantee non-alliance status for its large neighbor. Crimea will become independent. The term of fifty years is necessary so that meanwhile there will be enough time for the geopolitical and other changes, which will make it possible for the reasons for the war to be eliminated. The proposed plan is in ten points: 1. Both parties agree to an immediate cease fire. 2. Both parties undertake the responsibility for creating a shared body, tasked with liquidating the consequences of the war, establishing a temporary border, de-mining and the establishment of checkpoints and crossing border entry points at the temporary border. 3. Both parties take the responsibility for exchanging POWs using the principle “all for all". 4. Both parties undertake the responsibility for creating a common plan for demilitarization of the temporary border and establishing mechanisms for communication in order to avoid provocations, etc. at the border. 5. The Russian Federation undertakes the responsibility for returning to Ukraine the four new subjects of the Russian Federation – DNR, LNR, Zaporizhia and Herson regions on January 1st, 2074. 6. The Russian Federation undertakes the responsibility to provide Crimea with independent status on January 1st, 2074. 7. Ukraine undertakes the responsibility for guaranteeing non-alliance status in its Constitution. 8. Ukraine undertakes the responsibility for the four regions that it will get back on January, 1st, 2074. It will implement a dual financial and social security system, as well as dual language and national status. 9. The undertakings made by the parties, will be guaranteed simultaneously on a legislative and where needed, on constitutional level. 10. The international community supports and encourages the agreement between the parties involved by using some fundamental mechanisms: in regards to the Russian Federation by using sanctions and in regards to Ukraine – through the plan for support of the post-war recovery and the return of the refugees.
