适用定义

计划: 维基媒体基金会（Wikimedia Foundation）利用某种或多种语言的个别计划，例如英文维基百科（Wikipedia）、法文维基文库（Wikisource）、元维基（Meta）等。
自由内容许可协议: 自由文化创作品定义（Definition of Free Cultural Works）针对许可协议的条款之中，与之相符的许可协议，一如 //freedomdefined.org/Definition/1.0 Version 1.0所载。
豁免原则方针: 方针限于某个别计划，并符合美国法律、以及计划内容主要存取国的法律（如有）。此方针认识版权法（包括案例法）于计划之不足。在与计划相关的情况下，方针允许上载有版权材料，不论其许可协议而合法使用。当中例子包括 //en.wikipedia.org/wiki/Wikipedia:Non-free_content （英文版合理使用方针）以及 //pl.wikinews.org/wiki/Wikinews:Dozwolony_u%C5%BCytek （波兰文维基新闻合理使用方针）。

決議

鉴于维基媒体基金会的宗旨乃「接触世界各地人士，并给予他们权力，在自由内容许可协议的框架下收集并发展富教育意义的内容」：

所有计划都只应该寄存符合自由内容许可协议的内容，或是上述参考中所指，符合「自由文化创作品定义」的自由内容。
此外，除维基共享资源，各计划社群均可发展并采用「豁免原则方针」。根据「豁免原则方针」使用的非自由内容，必须以机器可读的形式标示，让网站使用者及衍生使用者得以轻易辨认。
这类「豁免原则方针」必须尽可能少。除少数例外，「豁免原则方针」应当用于描述重要历史事件、用于包含标志等受保护作品，或（在严格限制下）用于补助有关现代有版权作品的条目。如能合理地预期，某人可以同样目的上载自由许可档案，例如大部份在世知名人士的肖像，豁免原则方针则不可允许同类内容。符合豁免原则方针的任何内容，一旦有自由许可版本，而又能满足同样的教育用途时，均必须以自由许可版本取代。
符合「豁免原则方针」的媒体档案，如果缺乏合适的使用理据，会被提出删除。这些媒体档案必须辅于其他自由许可内容使用。
已经运行「豁免原则方针」的计划，必须：
- 2007年3月23日起新上载的所有媒体档案，如果（根据上文所述）属于不可接受的版权许可协议，而又缺乏豁免理据，应当删除。根据同类许可协议的现存媒体档案，应当通过讨论，确定豁免理据是否存在，否则同样应当删除。
目前未有运行「豁免原则方针」的计划，必须：
- 2007年3月23日起新上载的所有媒体档案，如果属于不可接受的版权许可协议，则须删除。
- 社群如果有意为个别计划发展「豁免原则方针」，基金会将尽力协助。
- 2008年3月23日后，根据上文所述、而属于不可接受的版权许可协议的所有档案，若未获得「豁免原则方针」接受，就必须删除。

2007年3月23日，获得七票支持通过。
